"Situacija u kojoj su se našli učitelji poput mene dodatno se komplicira. Hoću li dobiti produženje bolovanja?
Mnogi ga uopće nisu uspjeli ni dobiti jer preventivnog bolovanja nema, a mi vulnerabilni radno smo sposobni, ali u uvjetima pandemije rizično je raditi u razredu.
Neki od učitelja, kojima je sve dosadilo, vratili su se u razred bez obzira na sve.
I sama sam odlučila vratiti se i riskirati zdravlje. Lijek koji koristim za jedan mjesec košta 8000 kuna, a da bih ga injektirala, ne smijem imati temperaturu, ni najmanju upalu, ne smijem šmrcati, kašljati…"
Napisala je to u e-mailu Sindikatu hrvatskih učitelja (SHU) jedna prosvjetna djelatnica koja, kao i još 300-tinjak njezinih kolega, dolazi iz skupine najranjivijih djelatnika škola, onih s kroničnim bolestima ili drugim zdravstvenim poteškoćama, a koji zbog uvedenih protuepidemijskih mjera, objašnjavaju u Sindikatu, nemaju jasno riješen status.
Kaotična rješenja
Točnije, rješenja koja se primjenjuju u ovim slučajevima prilično su kaotična. S jedne strane najugroženiji djelatnici radi zaštite zdravlja moraju ili ostati kod kuće na dugotrajnom bolovanju, zbog čega su im bitno umanjene plaće, ili se moraju vratiti na rad u školu i time riskirati zdravlje. S druge strane, u nekim slučajevima liječnici primarne zaštite govore im kako nemaju podloge na temelju koje bi im izdali ili produžavali bolovanja, što stvara prilično konfuznu situaciju na terenu.
SHU je resornom Ministarstvu znanosti i obrazovanja (MZO) predlagao rješenja koja bi olakšala tu situaciju, ali nije im udovoljeno.
– Zaštita izrazito vulnerabilnih samo je mrtvo slovo na papiru. Većina njih može raditi online, no to im se ne dopušta, a liječnici opće prakse ne mogu ih držati na bolovanju. To doista nije način postupanja prema najugroženijim skupinama – kaže Ana Tuškan, glavna tajnica SHU-a.
Podsjeća i kako je Hrvatski zavod za javno zdravstvo (HZJZ) početkom rujna objavio dodatna objašnjenja oko organizacije rada u vrtićima i školama, u kojima navodi kako "poslodavac ima pravo na angažman specijalista medicine rada u smislu traženja savjeta, pregleda radnika, pa i za potvrdu treba ga li ili ne drugačije rasporediti ili mu na koji drugi način zaštititi zdravlje na radnom mjestu".
No, unatoč takvim potvrdama, škole uglavnom ne preraspoređuju takve djelatnike na druge poslove, a jedna učiteljica opisuje kako je zatražila nova zaduženja koja se mogu obavljati online ili izbjegavanjem kontakata u školi, ali joj ravnatelj to nije odobrio te je na bolovanju još od 7. rujna. Umjesto nje, kao u većini takvih slučajeva, angažirane su zamjene.
– Vulnerabilnima treba dati priliku da rade barem online. Ako ne u redovitoj nastavi, onda da makar dio njih radi s vulnerabilnim učenicima koji nemaju osiguranu nastavu kod kuće. Ostali imaju pravo znati koji je njihov status, odnosno što s njihovim bolovanjem – poručuje Ana Tuškan, pozivajući na koordinaciju MZO-a i HZJZ-a kako bi zaposlenici znali na čemu su.
Odgovor Ministarstva
Ipak, sudeći prema odgovoru Ministarstva, za ugrožene skupine zaposlenika posebna online nastava iz njihova predmeta neće biti moguća. Većina njih koji dolaze iz vulnerabilnih skupina morat će ostati do daljnjega na bolovanju kod kuće, a eventualno se njihov angažman može očekivati samo u školama koje rade prema modelu C, dakle u nastavi koja se u cijelosti provodi online, na daljinu.
– Ako škola radi prema modelu A i B, dakle u razredima ili kombinirano, izrazito ugroženim odgojno-obrazovnim radnicima njihov izabrani liječnik utvrđuje početak ili prestanak privremene nesposobnosti za rad, odnosno bolovanje, za vrijeme kojeg radniku pripada pravo na naknadu plaće na teret HZZO-a. U tom slučaju škola može uzeti zamjenu za takvog radnika. Ako škola radi prema modelu C, ravnatelj može, u skladu s ovlastima, izrazito ugroženim odgojno-obrazovnim radnicima osigurati rad od kuće – kratko su na ovu temu odgovorili iz MZO-a.

"Situacija u kojoj su se našli učitelji poput mene dodatno se komplicira. Hoću li dobiti produženje bolovanja?
Mnogi ga uopće nisu uspjeli ni dobiti jer preventivnog bolovanja nema, a mi vulnerabilni radno smo sposobni, ali u uvjetima pandemije rizično je raditi u razredu.
Neki od učitelja, kojima je sve dosadilo, vratili su se u razred bez obzira na sve.
I sama sam odlučila vratiti se i riskirati zdravlje. Lijek koji koristim za jedan mjesec košta 8000 kuna, a da bih ga injektirala, ne smijem imati temperaturu, ni najmanju upalu, ne smijem šmrcati, kašljati…"
Napisala je to u e-mailu Sindikatu hrvatskih učitelja (SHU) jedna prosvjetna djelatnica koja, kao i još 300-tinjak njezinih kolega, dolazi iz skupine najranjivijih djelatnika škola, onih s kroničnim bolestima ili drugim zdravstvenim poteškoćama, a koji zbog uvedenih protuepidemijskih mjera, objašnjavaju u Sindikatu, nemaju jasno riješen status.
Kaotična rješenja
Točnije, rješenja koja se primjenjuju u ovim slučajevima prilično su kaotična. S jedne strane najugroženiji djelatnici radi zaštite zdravlja moraju ili ostati kod kuće na dugotrajnom bolovanju, zbog čega su im bitno umanjene plaće, ili se moraju vratiti na rad u školu i time riskirati zdravlje. S druge strane, u nekim slučajevima liječnici primarne zaštite govore im kako nemaju podloge na temelju koje bi im izdali ili produžavali bolovanja, što stvara prilično konfuznu situaciju na terenu.
SHU je resornom Ministarstvu znanosti i obrazovanja (MZO) predlagao rješenja koja bi olakšala tu situaciju, ali nije im udovoljeno.
– Zaštita izrazito vulnerabilnih samo je mrtvo slovo na papiru. Većina njih može raditi online, no to im se ne dopušta, a liječnici opće prakse ne mogu ih držati na bolovanju. To doista nije način postupanja prema najugroženijim skupinama – kaže Ana Tuškan, glavna tajnica SHU-a.
Podsjeća i kako je Hrvatski zavod za javno zdravstvo (HZJZ) početkom rujna objavio dodatna objašnjenja oko organizacije rada u vrtićima i školama, u kojima navodi kako "poslodavac ima pravo na angažman specijalista medicine rada u smislu traženja savjeta, pregleda radnika, pa i za potvrdu treba ga li ili ne drugačije rasporediti ili mu na koji drugi način zaštititi zdravlje na radnom mjestu".
No, unatoč takvim potvrdama, škole uglavnom ne preraspoređuju takve djelatnike na druge poslove, a jedna učiteljica opisuje kako je zatražila nova zaduženja koja se mogu obavljati online ili izbjegavanjem kontakata u školi, ali joj ravnatelj to nije odobrio te je na bolovanju još od 7. rujna. Umjesto nje, kao u većini takvih slučajeva, angažirane su zamjene.
– Vulnerabilnima treba dati priliku da rade barem online. Ako ne u redovitoj nastavi, onda da makar dio njih radi s vulnerabilnim učenicima koji nemaju osiguranu nastavu kod kuće. Ostali imaju pravo znati koji je njihov status, odnosno što s njihovim bolovanjem – poručuje Ana Tuškan, pozivajući na koordinaciju MZO-a i HZJZ-a kako bi zaposlenici znali na čemu su.
Odgovor Ministarstva
Ipak, sudeći prema odgovoru Ministarstva, za ugrožene skupine zaposlenika posebna online nastava iz njihova predmeta neće biti moguća. Većina njih koji dolaze iz vulnerabilnih skupina morat će ostati do daljnjega na bolovanju kod kuće, a eventualno se njihov angažman može očekivati samo u školama koje rade prema modelu C, dakle u nastavi koja se u cijelosti provodi online, na daljinu.
– Ako škola radi prema modelu A i B, dakle u razredima ili kombinirano, izrazito ugroženim odgojno-obrazovnim radnicima njihov izabrani liječnik utvrđuje početak ili prestanak privremene nesposobnosti za rad, odnosno bolovanje, za vrijeme kojeg radniku pripada pravo na naknadu plaće na teret HZZO-a. U tom slučaju škola može uzeti zamjenu za takvog radnika. Ako škola radi prema modelu C, ravnatelj može, u skladu s ovlastima, izrazito ugroženim odgojno-obrazovnim radnicima osigurati rad od kuće – kratko su na ovu temu odgovorili iz MZO-a.
