Nakon što je na Zakon o socijalnoj skrbi u javnoj raspravi upućeno više od 2400 primjedbi, nakon što su protiv predložene reforme sustava ustali prosvjedima neskloni profesori sa Studijskog centra socijalnog rada, sindikati, Udruga socijalnih radnika i svih pet stručnih komora (socijalnih radnika, socijalnih pedagoga, psihologa, edukacijskih rehabilitatora i psihoterapeuta), jučer je reagirala i Međunarodna federacija socijalnih radnika, piše Jutarnji list.

Pozvala je resornog ministra Josipa Aladrovića da otvori novi krug konzultacija kako bi se ispravile "krupne pogreške u prijedlogu reforme".

"Neprihvatljivo je da se inzistira na usvajanju zakonskog prijedloga reforme sustava socijalne skrbi koji nema podršku ključnih dionika iz stručne javnosti", poručila je najuglednija međunarodna stručna institucija ministru socijalne politike Josipu Aladroviću.

Podsjetimo, Aladrović je reformu najavio na proljeće, nakon tragične smrti djevojčice Nikoll koju je pretukla majka nakon što ju je sustav socijalne skrbi vratio iz udomiteljske u biološku obitelj. Obećao je da će do kraja godine izmijeniti cijeli niz zakona koji će biti temelj za reformu sustava.

Aladrović je održao obećanje, no predloženi zakoni, a prije svega temeljni Zakon o socijalnoj skrbi, izazvali su nezapamćeno nezadovoljstvo u struci. Prije svega, na opće protivljenje naišla je odredba kojom se ukidaju samostalni centri za socijalnu skrb te se osnivaju posebni županijski zavodi, a dosadašnji centri postaju njihove podružnice. Time se gubi svaka samostalnost lokalnih centara i mogućnost djelovanja u skladu s mjesnom problematikom i potrebama konkretnih klijenata.

"Stručno je neopravdana i nedopustiva bilo kakva daljnja centralizacija sustava. Prijedlog reforme suprotan je EU strategiji regionalnog razvoja, budući da su sustavi socijalne skrbi u svim zemljama članicama EU, a i šire, decentralizirani, a socijalne politike usklađene s potrebama lokalnog stanovništva. Način života i potrebe ljudi se značajno razlikuju pa i odgovor na te raznolikosti mora biti primjeren i raznolik, a ne ujednačen i standardiziran", poručuje Međunarodna federacija.

Aladrović, pak, ne odustaje. Ovaj je tjedan branio prijedlog u Saboru te ustvrdio da se radi samo o procesnoj centralizaciji radi ujednačavanja procedura.

"Usluge iz sustava socijalne skrbi bit će dostupne na svim mjestima i kvalitetnije teritorijalno raspoređene kroz područne službe", pojasnio je u Saboru.

Umjesto hipercentralizacije sustava, ističe nadalje Međunarodna federacija, potrebno je poduzeti odgovarajuće mjere poboljšanja standarda socijalnog rada u centrima za socijalnu skrb jer prevelik broj nadležnosti te javne ustanove i prevelik broj korisnika direktno nepovoljno utječu na učinke i kvalitetu pruženih usluga, a socijalne radnike izlažu trajnom riziku od profesionalnog propusta i pogreške te kršenja Etičkog kodeksa profesije.

Aladrović međutim, sukladno njegovim tumačenjima u Saboru, uvjerava da je reforma usmjerena upravo na rasterećenje zaposlenika u sustavu te da će smanjenje javnih ovlasti sustava i rasterećenje od poslova koji nisu usko vezani uz socijalnu skrb dovesti do bolje kvalitete usluga i veće posvećenosti bavljenju stručnim radom.

Nakon što je na Zakon o socijalnoj skrbi u javnoj raspravi upućeno više od 2400 primjedbi, nakon što su protiv predložene reforme sustava ustali prosvjedima neskloni profesori sa Studijskog centra socijalnog rada, sindikati, Udruga socijalnih radnika i svih pet stručnih komora (socijalnih radnika, socijalnih pedagoga, psihologa, edukacijskih rehabilitatora i psihoterapeuta), jučer je reagirala i Međunarodna federacija socijalnih radnika, piše Jutarnji list.

Pozvala je resornog ministra Josipa Aladrovića da otvori novi krug konzultacija kako bi se ispravile "krupne pogreške u prijedlogu reforme".

"Neprihvatljivo je da se inzistira na usvajanju zakonskog prijedloga reforme sustava socijalne skrbi koji nema podršku ključnih dionika iz stručne javnosti", poručila je najuglednija međunarodna stručna institucija ministru socijalne politike Josipu Aladroviću.

Podsjetimo, Aladrović je reformu najavio na proljeće, nakon tragične smrti djevojčice Nikoll koju je pretukla majka nakon što ju je sustav socijalne skrbi vratio iz udomiteljske u biološku obitelj. Obećao je da će do kraja godine izmijeniti cijeli niz zakona koji će biti temelj za reformu sustava.

Aladrović je održao obećanje, no predloženi zakoni, a prije svega temeljni Zakon o socijalnoj skrbi, izazvali su nezapamćeno nezadovoljstvo u struci. Prije svega, na opće protivljenje naišla je odredba kojom se ukidaju samostalni centri za socijalnu skrb te se osnivaju posebni županijski zavodi, a dosadašnji centri postaju njihove podružnice. Time se gubi svaka samostalnost lokalnih centara i mogućnost djelovanja u skladu s mjesnom problematikom i potrebama konkretnih klijenata.

"Stručno je neopravdana i nedopustiva bilo kakva daljnja centralizacija sustava. Prijedlog reforme suprotan je EU strategiji regionalnog razvoja, budući da su sustavi socijalne skrbi u svim zemljama članicama EU, a i šire, decentralizirani, a socijalne politike usklađene s potrebama lokalnog stanovništva. Način života i potrebe ljudi se značajno razlikuju pa i odgovor na te raznolikosti mora biti primjeren i raznolik, a ne ujednačen i standardiziran", poručuje Međunarodna federacija.

Aladrović, pak, ne odustaje. Ovaj je tjedan branio prijedlog u Saboru te ustvrdio da se radi samo o procesnoj centralizaciji radi ujednačavanja procedura.

"Usluge iz sustava socijalne skrbi bit će dostupne na svim mjestima i kvalitetnije teritorijalno raspoređene kroz područne službe", pojasnio je u Saboru.

Umjesto hipercentralizacije sustava, ističe nadalje Međunarodna federacija, potrebno je poduzeti odgovarajuće mjere poboljšanja standarda socijalnog rada u centrima za socijalnu skrb jer prevelik broj nadležnosti te javne ustanove i prevelik broj korisnika direktno nepovoljno utječu na učinke i kvalitetu pruženih usluga, a socijalne radnike izlažu trajnom riziku od profesionalnog propusta i pogreške te kršenja Etičkog kodeksa profesije.

Aladrović međutim, sukladno njegovim tumačenjima u Saboru, uvjerava da je reforma usmjerena upravo na rasterećenje zaposlenika u sustavu te da će smanjenje javnih ovlasti sustava i rasterećenje od poslova koji nisu usko vezani uz socijalnu skrb dovesti do bolje kvalitete usluga i veće posvećenosti bavljenju stručnim radom.

Nakon što je na Zakon o socijalnoj skrbi u javnoj raspravi upućeno više od 2400 primjedbi, nakon što su protiv predložene reforme sustava ustali prosvjedima neskloni profesori sa Studijskog centra socijalnog rada, sindikati, Udruga socijalnih radnika i svih pet stručnih komora (socijalnih radnika, socijalnih pedagoga, psihologa, edukacijskih rehabilitatora i psihoterapeuta), jučer je reagirala i Međunarodna federacija socijalnih radnika, piše Jutarnji list.

Pozvala je resornog ministra Josipa Aladrovića da otvori novi krug konzultacija kako bi se ispravile "krupne pogreške u prijedlogu reforme".

"Neprihvatljivo je da se inzistira na usvajanju zakonskog prijedloga reforme sustava socijalne skrbi koji nema podršku ključnih dionika iz stručne javnosti", poručila je...
