Predsjednik Vlade Andrej Plenković predstavio je u 10 sati u Nacionalnoj i sveučilišnoj knjižnici u Zagrebu paket mjera za ublažavanje rasta cijena energenata, piše Jutarnji list.

Uz predsjednika Vlade bili su potpredsjednik Vlade i ministar financija Zdravko Marić, ministar gospodarstva i održivog razvoja Tomislav Ćorić, ministar rada, mirovinskoga sustava, obitelji i socijalne politike Josip Aladrović te ministrica poljoprivrede Marija Vučković.

Na početku press konferencije premijer Plenković je kazao kako je o paketu mjera za ublažavanje rasta cijena energenata raspravljao s predstavnicima parlamentarne većine, sindikatima, HUP-om... i da su reakcije bile pozitivne.

Objasnio je potom zašto su pripremili paket mjera i kako je Hrvatska došla u situaciju da se mora reagirati na rast cijena.

- Cijena plina u Europi raste iz nekoliko razloga. Prvo, nakon covid krize dolazi do veće potražnje po većoj cijeni u državama Azije. Drugi razlog je Rusija, koja je glavni opskrbljivač plina Europe, treći Norveška koja nije u mogućnosti povećati proizvodnju plina. U Europi se događa veća potražnja, a zime su hladnije. Ujedno, proizvodnja plina u Europi je u padu od 2014. godine.

- U Europu 43 posto plina dolazi iz Rusije, iz Norveške 23 posto, Alžira 11 posto, a putem LNG-a 20 posto (Katar i SAD). Dio iz Azerbejdžana, dio iz Libije. Europa uvozi 60 posto svojih ukupnih energetskih potreba. Opskrba plinom ide 77 posto plinovodima, a 23 posto brodovima - napomenuo je premijer.

- Ovo je komparativna situacija u šest mjeseci, evo što se dogodilo s porastom cijene plina - komentirao je pokazujući na prezentaciju.

Paket vrijedan 4,8 milijardi kuna

- Čak 383 posto je rasla cijena plina u Bukureštu, dok Hrvatska i Mađarska nisu zabilježile rast cijene plina od ljeta do kraja siječnja. Prosječna cijena u Europi je 2,8 puta veća nego u Hrvatskoj - istaknuo je pa dodao:

- Da Vlada ne donosi ovaj paket mjera, od 1. travnja električna energija, odnosno računi za struju bi poskupili 23 posto, a za plin 79 posto.

- Nama 57 posto plina dolazi putem LNG terminala, 22 posto je uvoz iz Rusije. Hrvatska proizvodi oko petine svog plina, a polovica se koristi u kućanstvima. Sama Petrokemija troši 15 posto ukupne potrošnje plina u Hrvatskoj - kazao je premijer, pa naglasio kako je paket mjera koji predstavlja vrijedan 4,8 milijardi kuna.

- Radili smo ga u koordinaciji svih ministarstava, kvalitetan je i sveobuhvatan. Odnosi se na kućanstva, poduzeća i poljoprivrednike. Ublažavamo rast cijena električne energije na 9,6 posto. Plin će rasti najviše do 20 posto - rekao je.

Sa 460 milijuna kuna rasteretit će se kućanstva, što je toliko prihoda manje za elektroprivredu.

- Kada smanjimo PDV na 5 posto, s dodatnom subvencijom dolazimo na 17 posto. To je ono što smo rekli da će biti manje od 20 posto.

- Potpore građanima se odnose na sva kućanstva, a to je 10 lipa po kWh. Ministarstvo gospodarstva podmiruje to do ožujka 2023., a prihode financiramo prodavanjem emisija jedinica stakleničkih plinova na dražbi u Hrvatskoj.

Mjere za plin odnose se na potpore za sva kućanstva koja koriste plin, i to direktno na računu potpore od 10 lipa po kilovatsatu (kWh).

Potporu će dobiti i mikro, mali srednji poduzetnici s prosječnom godišnjom potrošnjom do 10 gigavatsati (GWh), i to 15 lipa po KWh.

- To će pokriti 99 posto naših poduzeća - istaknuo je premijer i dodao kako se svaki mjesec subvencionirani dio odbija s vaučera.

Smanjenje PDV-a

U sustavu PDV-a stopa će na plin i toplinsku energiju biti trajno snižena s 25 na 13 posto, koliko iznosi i za struju, dok će od 1. travnja ove do 31. ožujka iduće godine PDV na plin biti snižen na 5 posto.

- PDV na pelete, briket i sječku spuštamo na 13 posto. Idemo dodatno i sa smanjenjem stope PDV-a na hranu. Sada s postojeće stope od 13 posto na svježe meso, ribu, jaja, voće, povrće, jestiva ulja i masti, te dječju hranu, sadnice, gnojeve i pesticide spuštamo na 5 posto. Dodatno smanjujemo stopu PDV-a na 5 posto na maslac i margarin. Ujedno smanjujemo stopu na higijenske uloške i tampone na pet posto. Na ulaznice za sportske, kulturne i ostale priredbe s 25 i 13 posto na pet posto.

Govorio je i o socijalnim naknadama za ugrožene kupce.

- Postoji sustav gdje najugroženiji dobivaju vaučer od 200 kuna za struju. To su ljudi koji dobivaju do 1000 kuna, korisnici invalidnine (do 1750 kuna) i za korisnike nacionalne naknade za starije osobe - oni koji nisu imali ni 15 godina staža.

- Vaučer za plin i struju podiže se s 200 na 400 kuna. Ako netko dobije račun za struju i plin koji iznosi skupa 370 kuna - vaučer će se iskoristiti za 370 kn, ako računi iznose 410 kn, dodatno će morati platiti 10 kuna.

Jednokratne naknade za umirovljenike

Premijer je kazao kako će posebna naknada ići za umirovljenike, a mjera iznosi 470 milijuna kuna.

- Imamo 721.000 umirovljenika s mirovinom u iznosu do 4000 kuna. Oni koji imaju do 1500 kuna dobit će jednokratnu naknadu od 1200 kuna. Oni koji imaju od 1500 do 2000 kn dobit će 900 kn, koji imaju od 2000 do 3000 kn dobit će 600 kn, a oni koji imaju od 3000 do 4000 kn - dobit će 400 kn.

Paket je težak 4,8 milijardi kuna, što uključuje 2,1 milijardi kuna na porezna rasterećenja kroz snižene stope PDV-a, 1,2 mlrd. kn potpora za ublažavanje troška za cijenu plina te 800 milijuna kn socijalnih naknada i naknada za umirovljenike.

Plenković je istaknuo kako je ovo je jedan od sveobuhvatnijih i najizdašnijih paketa pomoći u Europi.

Predsjednik Vlade Andrej Plenković predstavio je u 10 sati u Nacionalnoj i sveučilišnoj knjižnici u Zagrebu paket mjera za ublažavanje rasta cijena energenata, piše Jutarnji list.

Uz predsjednika Vlade bili su potpredsjednik Vlade i ministar financija Zdravko Marić, ministar gospodarstva i održivog razvoja Tomislav Ćorić, ministar rada, mirovinskoga sustava, obitelji i socijalne politike Josip Aladrović te ministrica poljoprivrede Marija Vučković.

Na početku press konferencije premijer Plenković je kazao kako je o paketu mjera za ublažavanje rasta cijena energenata raspravljao s predstavnicima parlamentarne većine, sindikatima, HUP-om... i da su reakcije bile pozitivne.

Objasnio je potom zašto su pripremili paket mjera i kako je Hrvatska došla u situaciju da se mora reagirati na rast cijena.

- Cijena plina u Europi raste iz nekoliko razloga. Prvo, nakon covid krize dolazi do veće potražnje po većoj cijeni u državama Azije. Drugi razlog je Rusija, koja je glavni opskrbljivač plina Europe, treći Norveška koja nije u mogućnosti povećati proizvodnju plina. U Europi se događa veća potražnja, a zime su hladnije. Ujedno, proizvodnja plina u Europi je u padu od 2014. godine.

- U Europu 43 posto plina dolazi iz Rusije, iz Norveške 23 posto, Alžira 11 posto, a putem LNG-a 20 posto (Katar i SAD). Dio iz Azerbejdžana, dio iz Libije. Europa uvozi 60 posto svojih ukupnih energetskih potreba. Opskrba plinom ide 77 posto plinovodima, a 23 posto brodovima - napomenuo je premijer.

- Ovo je komparativna situacija u šest mjeseci, evo što se dogodilo s porastom cijene plina - komentirao je pokazujući na prezentaciju.

Paket vrijedan 4,8 milijardi kuna

- Čak 383 posto je rasla cijena plina u Bukureštu, dok Hrvatska i Mađarska nisu zabilježile rast cijene plina od ljeta do kraja siječnja. Prosječna cijena u Europi je 2,8 puta veća nego u Hrvatskoj - istaknuo je pa dodao:

- Da Vlada ne donosi ovaj paket mjera, od 1. travnja električna energija, odnosno računi za struju bi poskupili 23 posto, a za plin 79 posto.

- Nama 57 posto plina dolazi putem LNG terminala, 22 posto je uvoz iz Rusije. Hrvatska proizvodi oko petine svog plina, a polovica se koristi u kućanstvima. Sama Petrokemija troši 15 posto ukupne potrošnje plina u Hrvatskoj - kazao je premijer, pa naglasio kako je paket mjera koji predstavlja vrijedan 4,8 milijardi kuna.

- Radili smo ga u koordinaciji svih ministarstava, kvalitetan je i sveobuhvatan. Odnosi se na kućanstva, poduzeća i poljoprivrednike. Ublažavamo rast cijena električne energije na 9,6 posto. Plin će rasti najviše do 20 posto - rekao je.

Sa 460 milijuna kuna rasteretit će se kućanstva, što je toliko prihoda manje za elektroprivredu.

- Kada smanjimo PDV na 5 posto, s dodatnom subvencijom dolazimo na 17 posto. To je ono što smo rekli da će biti manje od 20 posto.

- Potpore građanima se odnose na sva kućanstva, a to je 10 lipa po kWh. Ministarstvo gospodarstva podmiruje to do ožujka 2023., a prihode financiramo prodavanjem emisija jedinica stakleničkih plinova na dražbi u Hrvatskoj.

Mjere za plin odnose se na potpore za sva kućanstva koja koriste plin, i to direktno na računu potpore od 10 lipa po kilovatsatu (kWh).

Potporu će dobiti i mikro, mali srednji poduzetnici s prosječnom godišnjom potrošnjom do 10 gigavatsati (GWh), i to 15 lipa po KWh.

- To će pokriti 99 posto naših poduzeća - istaknuo je premijer i dodao kako se svaki mjesec subvencionirani dio odbija s vaučera.

Smanjenje PDV-a

U sustavu PDV-a stopa će na plin i toplinsku energiju biti trajno snižena s 25 na 13 posto, koliko iznosi i za struju, dok će od 1. travnja ove do 31. ožujka iduće godine PDV na plin biti snižen na 5 posto.

- PDV na pelete, briket i sječku spuštamo na 13 posto. Idemo dodatno i sa smanjenjem stope PDV-a na hranu. Sada s postojeće stope od 13 posto na svježe meso, ribu, jaja, voće, povrće, jestiva ulja i masti, te dječju hranu, sadnice, gnojeve i pesticide spuštamo na 5 posto. Dodatno smanjujemo stopu PDV-a na 5 posto na maslac i margarin. Ujedno smanjujemo stopu na higijenske uloške i tampone na pet posto. Na ulaznice za sportske, kulturne i ostale priredbe s 25 i 13 posto na pet posto.

Govorio je i o socijalnim naknadama za ugrožene kupce.

- Postoji sustav gdje najugroženiji dobivaju vaučer od 200 kuna za struju. To su ljudi koji dobivaju do 1000 kuna, korisnici invalidnine (do 1750 kuna) i za korisnike nacionalne naknade za starije osobe - oni koji nisu imali ni 15 godina staža.

- Vaučer za plin i struju podiže se s 200 na 400 kuna. Ako netko dobije račun za struju i plin koji iznosi skupa 370 kuna - vaučer će se iskoristiti za 370 kn, ako računi iznose 410 kn, dodatno će morati platiti 10 kuna.

Jednokratne naknade za umirovljenike

Premijer je kazao kako će posebna naknada ići za umirovljenike, a mjera iznosi 470 milijuna kuna.

- Imamo 721.000 umirovljenika s mirovinom u iznosu do 4000 kuna. Oni koji imaju do 1500 kuna dobit će jednokratnu naknadu od 1200 kuna. Oni koji imaju od 1500 do 2000 kn dobit će 900 kn, koji imaju od 2000 do 3000 kn dobit će 600 kn, a oni koji imaju od 3000 do 4000 kn - dobit će 400 kn.

Paket je težak 4,8 milijardi kuna, što uključuje 2,1 milijardi kuna na porezna rasterećenja kroz snižene stope PDV-a, 1,2 mlrd. kn potpora za ublažavanje troška za cijenu plina te 800 milijuna kn socijalnih naknada i naknada za umirovljenike.

Plenković je istaknuo kako je ovo je jedan od sveobuhvatnijih i najizdašnijih paketa pomoći u Europi.
