Vicko Ozretić, predsjednik Udruge hrvatskih skipera i članova posada jahti, objasnio je novonastalu situaciju povezanu s izmjenama ugovora o budžetu za skipere koja je mnoge izbacila iz takta.
Za Slobodnu Dalmaciju preciznije je objasnio situaciju koju su mnogi pogrešno shvatili.

---- Prije svega, radi se o dobrovoljnoj, volonterskoj udruzi čiji je cilj ostvariti neki pomak i napredak u nautičkom svijetu. Udruga se zalaže za razvoj dijaloga između skipera i ostalih sudionika u nautičkom turizmu. Imajući na umu da je glavni motiv olakšati život svim sudionicima, očito je da smo krivo shvaćeni.
Što se ugovora tiče, Vicko je objasnio zbog čega postoji i što je cilj njime definirati.
- Ugovor koji smo sastavili potvrđen je od Udruge čarteraša, a sastavljen je kako bi se utvrdila prava i obaveze skipera. Ovo je prvi takav ugovor u kojem se to jasno navodi. Među ostalim, spomenuli smo budžet za hranu jer gosti često zaborave priskrbiti hranu skiperima. Općenito je tu mnogo nejasnoća koje smo pokušali riješiti ugovorom, ovo je samo jedan dio. Ideja da se uključi i budžet za hranu u ugovoru potekla je iz dobre namjere, no neki skiperi su to zloupotrijebili.
Objasnio je kako, na primjer, neki skiperi ne razumiju da ako gosti ne idu navečer u restoran, da ne bi trebali ni oni ići o njihovu trošku. Ako žele večerati u restoranu, tu večeru moraju sami sebi platiti. Također, prema standardu bi se o trošku gostiju trebala piti voda i slični napitci, no mnogim skiperima to nije jasno.
- Prvi prijedlog da budžet za hranu skiperima bude 40 € okvirni je iznos koji smo odredili da gosti znaju o čemu se radi, da otprilike znaju o kojem iznosu je riječ i da im se da do znanja da i skipere treba nahraniti. To je ujedno i neki okvirni iznos skiperima da znaju da ne mogu jesti jastoge od 120€ na račun gostiju.
Budući da nekim skiperima nije jasan koncept, došlo je do problema, zbog čega se javila potreba da se smanji budžet s namjerom da Udruga preuzme odgovornost za iskorištavanje tog budžeta koji je, ponavlja, nastao iz dobrih namjera.
- Ideja je da Udruga bude odgovorna i kao takva da preuzme odgovornost za greške koje čine pojedini skiperi. Nismo trebali spominjati cifre, to je jedina pogreška s naše strane koju planiramo ispraviti u budućnosti - poručio je Vicko.

Problem vezan za prehranu skipera koji rade za čarter firme jednostavno je riješiti, a evo i kako.
- Skiper treba napraviti briefing s gostima. Prvi se odnosi na safety briefing, sigurnost na brodu, dok je drugi posvećen očekivanjima, pravima i obavezama. Ukratko, tko što od koga očekuje... - poručio je Vicko, koji je i sam skiper. Ističe da je važna komunikacija koja uključuje čarter firmu, skipera i goste, i koja bi trebala biti transparentna.
Osim trenutno aktualnog problema s prehranom, Vicko je poručio da se Udruga trenutno bavi i složenijim problemima od ovog.
A problema je mnogo...
Spomenuta je i važna tema smještaja skipera, odnosno posada na plovilima s obzirom na nedovršene kabine koje odišu otrovnim kemikalijama, bez sanitarnog čvora, s umanjenim sigurnosnim uvjetima.
- Trenutno prikupljamo podatke i iskustva vezana za sigurnost priveznih plutača na sidrištima, utvrđivanje odgovornosti ako dođe do štete ili ozljede uslijed kvara na uređaju za sidrenje, odnosno plutača te naknadi osiguranja.
Osim s udrugom iznajmljivača plovila, do sada su uspjeli ostvariti suradnju s Ministarstvom mora na temu dozvola osposobljenosti za plovidbu te je na radnoj skupini usvojen prijedlog nove kategorizacije plovidbenih dozvola i upisa plovidbenog staža.
- Dugoročni cilj nam je uokviriti struku skipera kao punopravno pomorsko znanje i transparentno definirati sva prava i obaveze koje će u budućnosti morati prihvatiti skiper, član posade jahte i svi ostali uključeni u nautički turizam. Žao nam je što je ugled udruge narušen neodgovornim ponašanjem nekolicine kolega, koji možda i nisu naši članovi.
Ono na čemu pokušavamo inzistirati jesu transparentnost, otvoreni dijalog i unaprjeđenje odnosa u svrhu povećanja razine kvalitete kadra i usluge koju ova Udruga pruža.

---- Prije svega, radi se o dobrovoljnoj, volonterskoj udruzi čiji je cilj ostvariti neki pomak i napredak u nautičkom svijetu. Udruga se zalaže za razvoj dijaloga između skipera i ostalih sudionika u nautičkom turizmu. Imajući na umu da je glavni motiv olakšati život svim sudionicima, očito je da smo krivo shvaćeni.
Što se ugovora tiče, Vicko je objasnio zbog čega postoji i što je cilj njime definirati.
- Ugovor koji smo sastavili potvrđen je od Udruge čarteraša, a sastavljen je kako bi se utvrdila prava i obaveze skipera. Ovo je prvi takav ugovor u kojem se to jasno navodi. Među ostalim, spomenuli smo budžet za hranu jer gosti često zaborave priskrbiti hranu skiperima. Općenito je tu mnogo nejasnoća koje smo pokušali riješiti ugovorom, ovo je samo jedan dio. Ideja da se uključi i budžet za hranu u ugovoru potekla je iz dobre namjere, no neki skiperi su to zloupotrijebili.
Objasnio je kako, na primjer, neki skiperi ne razumiju da ako gosti ne idu navečer u restoran, da ne bi trebali ni oni ići o njihovu trošku. Ako žele večerati u restoranu, tu večeru moraju sami sebi platiti. Također, prema standardu bi se o trošku gostiju trebala piti voda i slični napitci, no mnogim skiperima to nije jasno.
- Prvi prijedlog da budžet za hranu skiperima bude 40 € okvirni je iznos koji smo odredili da gosti znaju o čemu se radi, da otprilike znaju o kojem iznosu je riječ i da im se da do znanja da i skipere treba nahraniti. To je ujedno i neki okvirni iznos skiperima da znaju da ne mogu jesti jastoge od 120€ na račun gostiju.
Budući da nekim skiperima nije jasan koncept, došlo je do problema, zbog čega se javila potreba da se smanji budžet s namjerom da Udruga preuzme odgovornost za iskorištavanje tog budžeta koji je, ponavlja, nastao iz dobrih namjera.
- Ideja je da Udruga bude odgovorna i kao takva da preuzme odgovornost za greške koje čine pojedini skiperi. Nismo trebali spominjati cifre, to je jedina pogreška s naše strane koju planiramo ispraviti u budućnosti - poručio je Vicko.

Problem vezan za prehranu skipera koji rade za čarter firme jednostavno je riješiti, a evo i kako.
- Skiper treba napraviti briefing s gostima. Prvi se odnosi na safety briefing, sigurnost na brodu, dok je drugi posvećen očekivanjima, pravima i obavezama. Ukratko, tko što od koga očekuje... - poručio je Vicko, koji je i sam skiper. Ističe da je važna komunikacija koja uključuje čarter firmu, skipera i goste, i koja bi trebala biti transparentna.
Osim trenutno aktualnog problema s prehranom, Vicko je poručio da se Udruga trenutno bavi i složenijim problemima od ovog.
A problema je mnogo...
Spomenuta je i važna tema smještaja skipera, odnosno posada na plovilima s obzirom na nedovršene kabine koje odišu otrovnim kemikalijama, bez sanitarnog čvora, s umanjenim sigurnosnim uvjetima.
- Trenutno prikupljamo podatke i iskustva vezana za sigurnost priveznih plutača na sidrištima, utvrđivanje odgovornosti ako dođe do štete ili ozljede uslijed kvara na uređaju za sidrenje, odnosno plutača te naknadi osiguranja.
Osim s udrugom iznajmljivača plovila, do sada su uspjeli ostvariti suradnju s Ministarstvom mora na temu dozvola osposobljenosti za plovidbu te je na radnoj skupini usvojen prijedlog nove kategorizacije plovidbenih dozvola i upisa plovidbenog staža.
- Dugoročni cilj nam je uokviriti struku skipera kao punopravno pomorsko znanje i transparentno definirati sva prava i obaveze koje će u budućnosti morati prihvatiti skiper, član posade jahte i svi ostali uključeni u nautički turizam. Žao nam je što je ugled udruge narušen neodgovornim ponašanjem nekolicine kolega, koji možda i nisu naši članovi.
Ono na čemu pokušavamo inzistirati jesu transparentnost, otvoreni dijalog i unaprjeđenje odnosa u svrhu povećanja razine kvalitete kadra i usluge koju ova Udruga pruža.
