Kažu da je karnevo najluđe doba godine. Samo što u nas ludilo traje desetljećima. Da se razumijemo, nogomet je bio važna stvar i kad sam ja išao u školu. Jadna ti matrikula ako Hajduk izgubi, a sutra imaš odgovarat fiziku kod Bačića. Srećom, tada su za Hajduk igrali Pudar, Cukrov, braća Vujović, Rožić, Mužinić, Šurjak, Šalov, Pešić... Da nije njih, ja bih još grijao klupu u O.Š. Lapad. Ali nikad nikome nije palo na pamet pitati da se djecu pusti iz škole zbog utakmice. Pustili su nas samo jednom, kad je drug Tito svratio do Marijana Kockovića.

Nego, lako za školarce. Kažu zli jezici da je i prošla sjednica Gradskog vijeća zbrzana samo da bi naši gradski oci stigli vidjet kako smo iščupali onaj remi s Belgijom. Nije to nigdje službeno rečeno, ali su kolege valjda stekle takav dojam, što je dovoljno zabrinjavajuće. Jer na dnevnom redu je bio gradski proračun, što ovu sjednicu čini najvažnijom sjednicom u ovoj godini. Znam, nije Grad firma, niti su nam vijećnici menadžeri. Oni su političari, pa na Proračun više gledaju kao na alat kojim mogu srušiti gradonačelnika ili kao priliku da kroz rebalans još jednom prikažu narodu svoje političko umjeteonstvo. Računaju da će na taj način izboriti još jedan mandat, još jednu sinekuru. Kakvi su nam političari, pravo je čudo što se Generalna skupština UN-a ne održava baš u našoj gradskoj vijećnici, tu pod urnom Frana Supila.

U tom karnevalu ispod radara je prošlo da je gradonačelnik Franković prihvatio svih šest proračunskih amanadmana oporbenog SDP-a. Nije da mu je njihov glas stvarno trebao. A nije ni da su amandmani SDP-a bili osobito razvojni. Ali su barem bili konkretni u socijalnom segmentu. Za razliku od Srđevaca čiji su amandmani bili potencijalno razvojni, ali bez ikakve razrade. Tražili su više novca za gradske kotare, pa će oni valjda smislit kako će ih potrošiti. Dakle, nešto kao komunalni bjanko ček. Kako god bilo, Franković je pružio ruku dijelu opozicije koji smatra konstruktivnim.

Kod nas vlada uvjerenje da je posao opozicije da bude protiv. Pogrešno. Oporba je korektiv i kritičar vlasti, barem u demokratskim društvima. U totalizmu je opozicija doista protivnik, spreman i na silu, jer se i vlast prema neistomišljenicima odnosi nasilno.

Kod nas bi oporba, naročito na komunalnoj razini, profitirala kad bi iznosila konkretne, financijski i rokovima razrađene razvojne prijedloge. Ljudi bi to prepoznali, znali cijeniti i u konačnici bi ih nagradili povjerenjem. Nisu ljudi glupi, znaju da je lakše biti kontra. Da bi se nešto izgradilo treba znanja, truda i vještine. A da bi se nešto srušilo, treba smo štapin dinamita. Biti protiv je lakše nego imati plan i objasniti zašto je on dobar. Loša i neuvjerljiva oporba najveći je prijatelj, najveća podrška lijenoj i nesposobnoj vlasti. Svjetonazorski različiti, SDP i HDZ su barem na ovom malom dubrovačkom primjeru pokazali međusobno uvažavanje; da se mogu suglasiti oko nečeg što nekim kategorijama građana može biti od koristi.

Kad završi karnevo u Kataru, a prije idućeg, neka pokažu da uopće nisu toliko loši kao što se nama čini.

Kažu da je karnevo najluđe doba godine. Samo što u nas ludilo traje desetljećima. Da se razumijemo, nogomet je bio važna stvar i kad sam ja išao u školu. Jadna ti matrikula ako Hajduk izgubi, a sutra imaš odgovarat fiziku kod Bačića. Srećom, tada su za Hajduk igrali Pudar, Cukrov, braća Vujović, Rožić, Mužinić, Šurjak, Šalov, Pešić... Da nije njih, ja bih još grijao klupu u O.Š. Lapad. Ali nikad nikome nije palo na pamet pitati da se djecu pusti iz škole zbog utakmice. Pustili su nas samo jednom, kad je drug Tito svratio do Marijana Kockovića.

Nego, lako za školarce. Kažu zli jezici da je i prošla sjednica Gradskog vijeća zbrzana samo da bi naši gradski oci stigli vidjet kako smo iščupali onaj remi s Belgijom. Nije to nigdje službeno rečeno, ali su kolege valjda stekle takav dojam, što je dovoljno zabrinjavajuće. Jer na dnevnom redu je bio gradski proračun, što ovu sjednicu čini najvažnijom sjednicom u ovoj godini. Znam, nije Grad firma, niti su nam vijećnici menadžeri. Oni su političari, pa na Proračun više gledaju kao na alat kojim mogu srušiti gradonačelnika ili kao priliku da kroz rebalans još jednom prikažu narodu svoje političko umjeteonstvo. Računaju da će na taj način izboriti još jedan mandat, još jednu sinekuru. Kakvi su nam političari, pravo je čudo što se Generalna skupština UN-a ne održava baš u našoj gradskoj vijećnici, tu pod urnom Frana Supila.

U tom karnevalu ispod radara je prošlo da je gradonačelnik Franković prihvatio svih šest proračunskih amanadmana oporbenog SDP-a. Nije da mu je njihov glas stvarno trebao. A nije ni da su amandmani SDP-a bili osobito razvojni. Ali su barem bili konkretni u socijalnom segmentu. Za razliku od Srđevaca čiji su amandmani bili potencijalno razvojni, ali bez ikakve razrade. Tražili su više novca za gradske kotare, pa će oni valjda smislit kako će ih potrošiti. Dakle, nešto kao komunalni bjanko ček. Kako god bilo, Franković je pružio ruku dijelu opozicije koji smatra konstruktivnim.

Kod nas vlada uvjerenje da je posao opozicije da bude protiv. Pogrešno. Oporba je korektiv i kritičar vlasti, barem u demokratskim društvima. U totalizmu je opozicija doista protivnik, spreman i na silu, jer se i vlast prema neistomišljenicima odnosi nasilno.

Kod nas bi oporba, naročito na komunalnoj razini, profitirala kad bi iznosila konkretne, financijski i rokovima razrađene razvojne prijedloge. Ljudi bi to prepoznali, znali cijeniti i u konačnici bi ih nagradili povjerenjem. Nisu ljudi glupi, znaju da je lakše biti kontra. Da bi se nešto izgradilo treba znanja, truda i vještine. A da bi se nešto srušilo, treba smo štapin dinamita. Biti protiv je lakše nego imati plan i objasniti zašto je on dobar. Loša i neuvjerljiva oporba najveći je prijatelj, najveća podrška lijenoj i nesposobnoj vlasti. Svjetonazorski različiti, SDP i HDZ su barem na ovom malom dubrovačkom primjeru pokazali međusobno uvažavanje; da se mogu suglasiti oko nečeg što nekim kategorijama građana može biti od koristi.

Kad završi karnevo u Kataru, a prije idućeg, neka pokažu da uopće nisu toliko loši kao što se nama čini.

Kažu da je karnevo najluđe doba godine. Samo što u nas ludilo traje desetljećima. Da se razumijemo, nogomet je bio važna stvar i kad sam ja išao u školu. Jadna ti matrikula ako Hajduk izgubi, a sutra imaš odgovarat fiziku kod Bačića. Srećom, tada su za Hajduk igrali Pudar, Cukrov, braća Vujović, Rožić, Mužinić, Šurjak, Šalov, Pešić... Da nije njih, ja bih još grijao klupu u O.Š. Lapad. Ali nikad nikome nije palo na pamet pitati da se djecu pusti iz škole zbog utakmice. Pustili su nas samo jednom, kad je drug Tito svratio do Marijana Kockovića.

Nego, lako za školarce. Kažu zli jezici da je i prošla sjednica Gradskog vijeća zbrzana samo da bi naši gradski oci stigli vidjet kako smo iščupali onaj remi s Belgijom. Nije to nigdje službeno rečeno, ali su kolege valjda stekle takav dojam, što je dovoljno zabrinjavajuće.
