Statistika za 2022. godinu prometnog redarstva Grada Zadra pokazuje da, od ukupno izdanih 3945 kazni o počinjenom prekršaju na cijelom području grada, čak 1155 je vezano uz zonu Poluotoka, od čega je 302 napisano u najužoj povijesnoj jezgri!
Podsjetimo, već smo pisali o problemu prometovanja dostavnih vozila po užem centru grada koje je ove sezone bilo gotovo nepodnošljivo. Dogodilo se i nekoliko incidenata koji su rezultirali tjelesnim ozljedama pješaka. Prije početka nove školske godine, Mjesni odbor Poluotok poslao je apel Gradu u nadi da će se nesreće svesti na nulu i da će se uvesti reda u povijesnu jezgru.
Kako nam je potvrdio gradski pročelnik za komunalne djelatnosti Robertino Dujela, spremaju se izmjene odluke koja je donesena 2018. godine.
- Kako smo proteklih godina izvještavali, Komunalni odjel je, neposredno pred početak COVID pandemije, ishodio sve potrebne suglasnosti za postavljanje fizičkih prepreka. Od konzervatora dozvola je dobivena 4. ožujka 2020., dok je suglasnost policije na stolu bila već 20. veljače iste godine. I Inovativni Zadar je pripremio konkretnu dokumentaciju sustava kontrole ulaska u staru gradsku jezgru. Nažalost, zbog svima poznatih razloga sve je to stavljeno na čekanje. Sva potrebna dokumentacija i suglasnosti za pilot lokaciju novih mobilnih prepreka, koje bi za početak bile kod ulaza crkve Gospe od zdravlja i kod mosta, spremno čekaju realizaciju. Za ostale ulaze u grad ključne će biti konzultacije s policijom zbog sigurnosti, protočnosti i pristupačnosti za vozila hitnih službi - govori Dujela te pojašanjava kako će Inovativni Zadar ponoviti izračun procjene vrijednosti tih radova kako bi se putem kapitalne pomoći osigurala sredstva za ugradnju sustava, kompatibilnog s već postavljenim video nadzornom na ulazima u pješačku zonu.
Vezano uz turističku sezonu koja je na izmaku Dujela je rekao kako će se napravit analiza zabilježenog stanja, no kako je otkrio, već je tijeku izrada prijedloga izmjena i dopuna odluke kojom se regulira dostava.
- Iako smo već 2018. godine utvrdili zabranu kretanja dostavnih vozila u vremenu od 7:30-8:00 sati zbog sigurnosti prvenstveno djece, odnosno đaka u pješačkoj zoni na putu do škole, svjedoci smo da se ona svakodnevno krši. Problem je što komunalni redari, po zakonu, imaju dosta ograničene ovlasti. Kazne možemo davati isključivo kod nedozvoljeno zaustavljenih vozila, dok ona u kretanju ne smijemo zaustavljati niti kažnjavati. Ipak, to ćemo riješiti upravo izmjenom odluke u smjeru daljnjeg ograničenja kretanja teretnih dostavnih vozila s ciljem njihovog trajnog isključenja iz pješačke zone – jasan je Dujela.
Konačna verziju prijedloga raspravit će se prije javnog savjetovanja sa svim usko zainteresiranim partnerima.
- Naglašavamo da će kao i uvijek prioritet i fokus biti prvenstveno na sigurnosti kretanja pješaka, ali i zaštiti kulturne baštine te u konačnosti razmjernosti zaštite interesa stanovnika Poluotoka s jedne strane i potrebe za dostavom ugostitelja, obrtnika, trgovaca i ostalih, s druge strane – ističe.
Svjestan je također da će biti neophodno osigurati dodatna pretovarna mjesta s kojih bi svi dostavu obavljali eklektičnim ili sličnim prilagođenim dostavnim vozilima.

Statistika za 2022. godinu prometnog redarstva Grada Zadra pokazuje da, od ukupno izdanih 3945 kazni o počinjenom prekršaju na cijelom području grada, čak 1155 je vezano uz zonu Poluotoka, od čega je 302 napisano u najužoj povijesnoj jezgri!
Podsjetimo, već smo pisali o problemu prometovanja dostavnih vozila po užem centru grada koje je ove sezone bilo gotovo nepodnošljivo. Dogodilo se i nekoliko incidenata koji su rezultirali tjelesnim ozljedama pješaka. Prije početka nove školske godine, Mjesni odbor Poluotok poslao je apel Gradu u nadi da će se nesreće svesti na nulu i da će se uvesti reda u povijesnu jezgru.
Kako nam je potvrdio gradski pročelnik za komunalne djelatnosti Robertino Dujela, spremaju se izmjene odluke koja je donesena 2018. godine.
- Kako smo proteklih godina izvještavali, Komunalni odjel je, neposredno pred početak COVID pandemije, ishodio sve potrebne suglasnosti za postavljanje fizičkih prepreka. Od konzervatora dozvola je dobivena 4. ožujka 2020., dok je suglasnost policije na stolu bila već 20. veljače iste godine. I Inovativni Zadar je pripremio konkretnu dokumentaciju sustava kontrole ulaska u staru gradsku jezgru. Nažalost, zbog svima poznatih razloga sve je to stavljeno na čekanje. Sva potrebna dokumentacija i suglasnosti za pilot lokaciju novih mobilnih prepreka, koje bi za početak bile kod ulaza crkve Gospe od zdravlja i kod mosta, spremno čekaju realizaciju. Za ostale ulaze u grad ključne će biti konzultacije s policijom zbog sigurnosti, protočnosti i pristupačnosti za vozila hitnih službi - govori Dujela te pojašanjava kako će Inovativni Zadar ponoviti izračun procjene vrijednosti tih radova kako bi se putem kapitalne pomoći osigurala sredstva za ugradnju sustava, kompatibilnog s već postavljenim video nadzornom na ulazima u pješačku zonu.
Vezano uz turističku sezonu koja je na izmaku Dujela je rekao kako će se napravit analiza zabilježenog stanja, no kako je otkrio, već je tijeku izrada prijedloga izmjena i dopuna odluke kojom se regulira dostava.
- Iako smo već 2018. godine utvrdili zabranu kretanja dostavnih vozila u vremenu od 7:30-8:00 sati zbog sigurnosti prvenstveno djece, odnosno đaka u pješačkoj zoni na putu do škole, svjedoci smo da se ona svakodnevno krši. Problem je što komunalni redari, po zakonu, imaju dosta ograničene ovlasti. Kazne možemo davati isključivo kod nedozvoljeno zaustavljenih vozila, dok ona u kretanju ne smijemo zaustavljati niti kažnjavati. Ipak, to ćemo riješiti upravo izmjenom odluke u smjeru daljnjeg ograničenja kretanja teretnih dostavnih vozila s ciljem njihovog trajnog isključenja iz pješačke zone – jasan je Dujela.
Konačna verziju prijedloga raspravit će se prije javnog savjetovanja sa svim usko zainteresiranim partnerima.
- Naglašavamo da će kao i uvijek prioritet i fokus biti prvenstveno na sigurnosti kretanja pješaka, ali i zaštiti kulturne baštine te u konačnosti razmjernosti zaštite interesa stanovnika Poluotoka s jedne strane i potrebe za dostavom ugostitelja, obrtnika, trgovaca i ostalih, s druge strane – ističe.
Svjestan je također da će biti neophodno osigurati dodatna pretovarna mjesta s kojih bi svi dostavu obavljali eklektičnim ili sličnim prilagođenim dostavnim vozilima.
